Officers in which I deal with the general
question and also with the particular
instance of the "Kwai sang”.
I have delayed referring the
general question to you until I was able
to submit the views of the shipping com-
panies concerned and I am now able to state
that Messrs. Jatiine Matheson and Company,
Messrs. Butterfield and 3wire and the
Keilen Mining Administration are unanimous
in desiring that facilities should be given
to the Yangtaze Freventive Service to searol
their hips provided that the search
parties are accompanied by a Customs offici:
and that in the event of salt being found
on board any vessel the Chinese members of
the crew suspected of being implicated
should be arrested and dealt with by the
Chinese Authorities. The shipping oom-
panies m intain that even supposing the
principle of a fine were agreed to and that
the
amount of the fine was recovered from
the Chinese orow it would not set in a ny
way as a deterrent for the reason that the
erew would recover their losses from their
employers, i... the owners of the salt.
